How to install a stable.tar.xz file?

I wantto install Code::Blocks in my parsix to learn C++. Now I download a fille named "codeblocks-13.12-1_i386.debian.stable.tar.xz".
How I can install it? What should I do?

Is there a README or INTALL file inside the package?

No. there is not. Its firefox installer package.

You can simply add their APT repositories to your /etc/apt/sources.list and install this package using APT-GET instead of dealing with tar.gz files.
